Medicaid is a federal program not administered through W-2. Wisconsin's plan to
develop its own health plan for W-2 participants has been turned down by the federal
government.
The state has introduced BadgerCare, a health plan for working families who don't
qualify for Medicaid but are still below 200% of the poverty level.
