Jonathan Overby of Wisconsin Public Radio hosts the 2008 28th Annual State of Wisconsin Tribute & Ceremony to Dr. Martin Luther King Jr. from the Capitol rotunda in Madison. This year's theme is "Yes We Can!"

In this second segment: MLK Heritage Award winner Fern Yangyeitie Caulker; dance and music by Complete Praise Mime Troupe; audience song "We Shall Overcome"; audience greeting; MLK Heritage Award winner Gloria J. Ladson-Billings; music by Tamara Smith and the UW-Madison Gospel Choir.
